[YesAuto News] On April 16, the Ministry of Industry and Information Technology released the “Catalogue of New Energy Vehicles Exempted from Vehicle Purchase Tax (The Seventeenth Batch)”. A total of 366 new energy vehicles were selected, including 45 pure electric passenger vehicles and 11 Plug-in passenger vehicles. Earlier on April 2, the announcement issued by the Ministry of Industry and Information Technology, the Ministry of Finance, and the State Administration of Taxation pointed out that dynamic management of the “Catalogue of New Energy Vehicle Models Exempted from Vehicle Purchase Tax” would be implemented. If there is no output, the qualification for exemption from purchase tax will be revoked. The dynamic management mechanism is conducive to promoting the real production and sales of new energy vehicles by auto companies, and avoiding a large number of “zombie” models.
The new energy vehicle purchase tax exemption policy was implemented as early as September 2014, which directly stimulated the rapid growth of the market. After the expiration at the end of 2017, the government issued a continuation policy to extend the purchase tax exemption period for new energy vehicles by three years to the end of 2020, while also increasing the technical parameter requirements for vehicle model declaration.
