[YesAuto News] The first meeting of the 13th National People's Congress opened on March 5. Tang Yuxiang, deputy to the National People's Congress and president of Zhengzhou Yutong Group Co., Ltd., put forward suggestions for increasing school bus promotion and effectively ensuring the safety of children going to and from school.

Tang Yuxiang said that, from the perspective of domestic and foreign development practices in recent years, school bus promotion is the general trend, and it is also a livelihood project and a heart-warming project. School bus operation has strong educational and public welfare attributes. However, there is still a long way to go to promote school buses. There are still major obstacles to the promotion of school buses across the country. There is a huge gap between rigid demand and actual operation, and the development is still unbalanced and insufficient.

Tang Yuxiang pointed out that there are two main reasons that restrict the in-depth promotion of school buses in my country. First, the policy details are not perfect, the government investment is not enough, and the implementation is very different; second, because of its special attributes, school buses have low utilization rates, high operating costs, and difficult profitability. Based on the above analysis, Tang Yuxiang puts forward four suggestions:

1. Further refine and improve school bus policies, regulations and standards, increase implementation efforts, and establish a guarantee system so that more Chinese school children can enjoy the benefits of relevant policies

Continue to improve and refine school bus related laws, regulations and technical standards, especially the “School Bus Safety Management Regulations” and “Special School Bus Safety Technical Conditions” have been issued and implemented for more than 5 years. It is necessary to base on social recognition and the level of domestic school bus manufacturing. Continuously improve, further improve the “School Bus Safety Management Regulations”, carry out the revision of the “Special School Bus Safety Technical Conditions” standard, improve the technical requirements of school buses, promote the intelligentization of school buses, and further ensure the safety of school children through scientific and technological means, and at the same time, implement and supervise. So as to better guide the healthy development and technological progress of the industry, so that more high-quality school buses that meet national standards can provide better safety guarantee for school children. At the same time, promulgate and implement subsidy policies and standards for the purchase and operation of school buses as soon as possible, refine management and operation policies, guide the establishment of professional management and operation models in various regions, improve resource utilization efficiency, and enhance the “self-hematopoietic” ability of school bus operators. And through the establishment of a systematic vehicle operation and maintenance management, driver and passenger training system, etc., let the school bus really run safely.

2. Completely abolish school bus purchase tax and consumption tax, further reduce the burden on school bus purchases or operators, and effectively promote the development of school buses. School buses are a means of production, not a consumer product to be suppressed

The principle of consumption tax design is to reflect the national industrial policy and consumption policy. The levy of consumption tax on school buses does not coincide with the meaning of the levy of consumption tax. From the perspective of social fairness and public welfare, it is not appropriate to curb the promotion of school buses in the form of a consumption tax. Moreover, some school buses are purchased or borne by the government, and there is no need to levy additional related taxes. In addition, the public welfare attributes of school buses are relatively strong, and they are currently subject to the same purchase tax standards as other vehicles (except for new energy vehicles). Urban buses, which have the same charity attributes as school buses, were exempted from vehicle purchase tax from 2012 to 2015, and then postponed until December 31, 2020. At the same time, my country also exempted new energy vehicles from vehicle purchase tax from September 1, 2014 to December 31, 2017, and extended the policy to December 31, 2020. Judging from the educational attributes, public welfare attributes and the feasibility of implementation of school buses, it is recommended that school buses should be given the same treatment as purchase tax reduction or exemption. According to statistics, at this stage, the number of new school buses nationwide each year is about 25,000. According to the current tax rate, the total annual consumption tax is about 300 million yuan and the total purchase tax is about 600 million yuan. Compared with the country’s annual investment of more than one trillion yuan in education, the abolition of consumption tax and the reduction or exemption of purchase tax will not impose a huge burden on the country’s finances, but it will vigorously mobilize the enthusiasm of school bus purchases or operators, so that more school children will be encouraged as soon as possible. Get on a safe and reliable school bus.

3. Establish a national school bus special fund to subsidize and support the development of school buses, especially to increase subsidies and promotion for poor areas

Judging from the current development trend, schools and kindergartens in third- and fourth-tier cities, towns, rural areas and remote areas are the main rigid demanders of school buses, but they lack development funds. It is recommended to set up a national school bus special fund. While supporting school bus purchases or operators, it can accurately realize subsidies and support for rigid demand. In particular, subsidies and promotion can be increased for poverty-stricken areas to promote education and poverty alleviation, thereby helping Resolutely win the battle against poverty.

4. Popularize school bus culture and establish a long-term safety education mechanism

To ensure the safety of school children going to and from school, what is needed is not just a “reinforced steel” school bus, but also a school bus culture that adapts to it. Consider setting up a national “School Bus Day” to further promote the construction of school bus culture, and use school bus promotion to drive traffic safety education into the classrooms of primary and secondary schools, and establish a long-term safety education mechanism to benefit more children.
